Driving Sustainable Growth & Marketing Strategist

Engelbertus Vione is an IT graduate with a strong passion for big data and data mining. He conducted extensive research on this topic, which was presented at the prestigious International Conference on Science and Technology for an Internet of Things in Yogyakarta, Indonesia, on October 20th, 2018. His research paper has been published by the European Alliance for Innovation (EAI). He has studied several programming languages, including Java, PHP, and Python, as well as Linux/Free Open Source Software (FOSS) technologies. He also has interests in UI/UX, Search Engine Optimization (SEO), and digital marketing.

Engel currently works at the Labuan Bajo Flores Tourism Authority (LBFTA), Ministry of Tourism of the Republic of Indonesia. Engel has led several information technology development projects impacting the tourism industry in Labuan Bajo-Flores. Some of his portfolio projects include:

• Labuan Bajo tourism destination development project monitoring dashboard system, a Geographic Information System (GIS). Through this system, Ministries/Institutions can gain insights into tourism destination development in Labuan Bajo-Flores.
• Komodo National Park visitor management system aims to ensure sustainable tourism activities by implementing carrying capacity and capacity. Coordination with the Komodo National Park Office, as the management authority for the Komodo National Park conservation area.
• COVID-19 vaccination registration system contributes to public health efforts in Labuan Bajo. Collaborating with the West Manggarai Regional Government Organization (OPM) in implementing the COVID-19 vaccination program.
• Regularly maintaining the Ministry of Tourism’s VPS/Cloud infrastructure (Ubuntu Server).

In addition to his role in information systems development, Engel is also the PIC of the Labuan Bajo Flores Tourism Authority’s Computer Security Incident Response Team (LBFTA-CSIRT), officially inaugurated by the National Cyber and Crypto Agency/Badan Siber dan Sandi Negara (BSSN) on November 26, 2025, in Jakarta.

In other areas, Engel is actively involved in publication activities such as writing press releases (journalism) and social media content. Previously, Engel served as the PIC for tourism investment promotion. With his tourism experience and strong communication skills, he has participated in various investment forums, including the Regional Investment Forum organized by the Ministry of Investment/Investment Coordinating Board (Badan Koordinasi Penanaman Modal), the International Tourism Investment Forum (ITIF) organized by the Ministry of Tourism and Creative Economy, and the Tourism, Hotel Investment & Networking Conference (THINC) Indonesia Forum, promoting investment opportunities in Labuan Bajo.

Still in the digital and IT field, Engel is the Founder of Lingkotech, a digital agency he established in 2020. Lingkotech’s vision is to harness the transformative power of technology, creating innovative digital solutions that drive progress, bridge gaps, and open new opportunities for businesses, organizations, and communities in Flores, Indonesia. Lingkotech is composed of two words: lingko and tech. Lingko refers to the Manggarai people’s system of dividing rice fields or plantations, dividing the land from a central point to form a spiderweb-like pattern. Tech, on the other hand, signifies the very definition of technology itself.
